GOP Puts Faith in Immigration

Immigration will be highlighted again as an issue for the midterm election campaigns today when President George W. Bush signs the Secure Fence Act, but its effectiveness as a winning issue for Republican candidates remains unproven, according to analysts and polls. By TOM BRUNE for Newsday.
